Could be...: Have it checked out.  Ulceration of the mouth occurs in Behcet's, but there are other possibilities, including Herpes, aphthous ulcer, etc.

: HIV tests are conclusive after 90 days. sore throat, throat ulcer, acne and itching are non specific symptoms and are not necesarily related to HIV/AIDS. Make sure you wear a condom correctly every time you have sexual intercourse.

: A negative result on a 4th gen test, 9 weeks after exposure, rules out HIV.
HIV is only one of the STDs. A condom may not protect against HPV, Herpes, LGV, syphilis, pubic lice etc. It would be prudent to see your doctor for an evaluation.

Doctor can evaluate: Cold sores are on or near the lips. They are caused by recurrences of herpes virus, which lives in the nerves after an initial infection, and then travel down the nerves to cause the cold sores at the skin surface from time to time. Sores on the inside of the mouth can be canker sores, due to the immune system reacting to something on the inside of the mouth; or can be viral ulcers, etc...

Negative Alere® at 4 weeks proves your symptoms are not due to HIV:  it is not possible to have HIV symptoms that long and still have a negative HIV blood test. So for sure you do not have HIV.
