Neuropathy: The combination is not unusual, as diabetes often causes peripheral nerve problems, and leads to susceptibility to tos, if an injury were to occur.  The diabetic individual may possess delayed healing, and thereby, the problem may eventuate in a surgical approach.

Heart disease?: If there is concern about heart problems, do not hesitate, see your doctor asap.  Thoracic outlet syndrome does not mimic cardiac symptoms usually.

Thoracic, but...: AnnetteM,

The dermatome distribution to the torso and back is from the thoracic spinal cord. If you were to have damage to a nerve innervating this region, then you would likely have sensory deficits in a "ring" all the way around. For instance, T10 damage would distribute sensory changes around the belly button.

Still, it is important to rule out other pathology that can mimic these symptoms!

Cervical stenosis: No one is exactly sure  what caused cervical hernations/stenosis unless you had a before and after MRI but predisposing factors can be MVA  even fender benders, repetitive stress like working  overhead, head up to look at a computer monitor all day/sports .it is unclear what the thoracic injury was so it is hard to associate,but the same injury may have had cervical effects.. f/u with doc

Unknown: If abnormality seen, it would be reported. It also depends on what type of study this was reported on. Echocardiogram and ct scan are the most common studies where the ascending aorta is seen and reported. Ct is a better study at accurately measuring the aorta.

Be sure: Be very clear about the diagnosis.
Many have no symptoms, and those with symptoms may respond well to physical therapy.
Surgery becomes an option for properly evaluated persons.

Sounds like: A muscle spasm in the back muscles.  There are a lot of different muscles in the back in that area that can go into spasm.  This can even last for weeks.  Stretching, and anti-inflammatory medication would be beneficial.  If there is no improvement or worsening see your doctor.

This is because the nerves that control your upper extremities originate from the brachial plexus, an important network of nerves that originate from the ventral rami of cervical level 5 through thoracic level 1.  Imaging of your CNS/ spine may be performed, in addition to a careful history and full exam.
