Vaseline: I would try a small amount of barrier cream such as vaseline. If this persists, have it looked at. This is a relatively uncommon complaint. I would automatically see your physician if your 40 or over, .

Most common : Causes of pruritus ani are caffeine and excess moisture. There is no correct amount of caffeine, so best to totally eliminate it for several weeks and allow area to heal, then reintroduce caffeine slowly to find your threshold. Also corn starch powder to bottom frequently and liberally helps with the excess moisture. Avoid chronic use of steroid creams!

You : You can apply a small amount of topical antibiotic ointment with pain medication to the area two to three times a day. This can be bought in any pharmacy over the counter(otc). Also avoid straining with bowel movements, increase your fiber intake, water, and try a stool softener like colace, (docusate sodium) which can also be purchased otc. If the bleeding persists see your doctor.

Anal bleeding: Thanks for being frank about your mental health. But despite that, you need to pay attention to anal/genital hygiene. Start with soap and water washing a couple times a day. If the problem persists, you'll need to be professionally examined. Slight bleeding might just be irritation from hygiene or a minor problem like yeast infection. But don't take the chance of missing something important.

Consult Dermatology: Most common cause of this is an irritant or allergic contact dermatitis. Underlying irritant dermatitis is often a loss of the barrier protection function of the skin, which in turn is often caused by prolonged water contact. Common irritants are soap,detergents and household chemicals. Dyshidrotic eczema is similar but with the presence of puritic small vesicles on the palms or fingers.

Dry skin : Would follow up with dermatology rule out eczema related to foods/ allergies/other or  psoriasis. . in the interim can try Aquaphor  and/ or when in the shower rub coconut oil all over legs and then rinse off with just water.  i do not like band aids as they trap moisture and can lead to infection

Get treatment: You should definitely see a local podiatrist or dermatologist for evaluation and possible biopsy. Whenever you have open cracks or bleeding there is increased risk of infection.  Skip the OTC treatments because they may mask the symptoms.
