Folliculitis : I think you mean folliculitis which is an infection of the hair follicles. But you mention a laser which sounds like laser hair removal. At any rate, removing the follicle will help the infection but you need a topic antibiotic as well. Ees (erythromycin ethyl succinate) pads work well. Make sure you are not allergic to something you are putting on your skin.

Ingrown hair: What you describe is an ingrown hair.  These typical cause red bumps which may or not become infected and form little pustules. Often precipitated by shaving or by rubbing against clothing.  Some people use a needle to free the trapped end.

Side effect of drug: Hair loss is a common side effect of Accutane. Accutane is a form of Vitamin A, and while in normal doses of "regular" vitamin A is actually good for hair, too much vitamin A can cause hair loss. The particular form of vitamin A that is the drug Accutane is more intense than the vitamin A found in a multivitamin and thus can cause short term, or even permanent, hair loss.

I'm not sure we are: exactly on the same page: I'm guessing a hair bump is an inflamed hair follicle. These are pretty common. Folliculitis is the medical term, and most cases are self-limited and don't require antibiotic treatment.  Applying a warm, moist compress (clean wash cloth) 2-3 times a day would help, along with some polysporin (bacitracin and polymyxin) cream/ointment. Doubt you would need OTC pain killier, i.e. NSAID. See Doc if ?'s

Normal: You are seeing normal hair follicles and sweat and oil glands.  This is normal and you should leave them alone.  In some people they are more prominent than in others.

Folliculitis: An ingrown hair will cause local inflammation and infection at the hair follicle base. This condition is called folliculitis. A raised, red, tender pustule develops with usual spontaneous expression of purulent material as you described. Warm compresses and good hygiene advised. It can be related to your razor blade and shaving techniques. Seek medical advice for persistent problems.

Pubic 'bumps': Should they persist, do require a visual examination to determine what it could be... Anything else is pure speculation.  See your doctor if it concerns you.

Need to examine: It is not feasible to provide a meaningful opinion without taking additional history, physical examination and may be some tests. Your symptoms warrant an evaluation.
Wish you good health! - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Drink enough water daily, so that your urine is mostly colorless. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex, if you have sex. 
Get HPV vaccine, if you are under 27 years of age.

Possible cyst: Please see your doc for proper diagnosis and possible removal.  Sebaceous cysts are common and often appear on head, neck,and shoulders.  Your doc will know what it is.  Peace and good health.

Probably not: Hairs do not generally grow on a bump. This is more likely to be a compound nevus (mole). However, if it should change, seek the advice of a dermatologist.
