Classify pain: Prior to beginning medication. I would consider the severity, duration, activity  and type of pain.  Use of a scrotal support could be of assistance.  Pain management is to go low and slow. Cold compresses may help.  I would begin with aspirin or acetaminophen.
Anything else will probably have to be prescribed by your physician.

Pain medications: Tylenol, Aspirin and ibuprofen are most common over the counter analgesics. Opiates like morphine and demerol are narcotic analgesics and only available by physician prescription. Ibuprofen can be used to relieve tesicular pain. However acute and severe testicular pain is a medical emergency and should be seen by emergency room physician or urologist immediately.

Most common cause of  pain in men older than 18 and if sexually active then likely due to sexually transmitted disease such as gonorrhea or chlamydia.

: Definitely not. Mild testicular pain that is not persistent is normal. Masturbation is also healthy and normal. If you experience ongoing pain or persistent pain, or redness or swelling, you should definitely see your primary physician for an examination.

Seek a 2nd opinion: Obviously your stmptoms are oersisting and your are frustrated with your care. Get another doctors evaluation.

Yes it is: Probably ok if both testes are of similar size or if it's your only testis. Best to get it checked if it's much larger than your other testicle, provided you have 2.
