Manubrium: Your lump by your description is at the junction of the manubrium and body of the sternum and can be more prominent than the rest of the sternum. this is the most likely etiology.

Recommend ultrasound: Soft tissue abnormalities unless they contain calcium  are not seen by x-ray. Ultrasound can characterize cysts, solid tumors, cartilage abnormalities, etc.Utrasound is used more and more in defining soft tissue ligamentous and cartilaginous problems. Sometimes MRI is necessary.

Lump at end sternum: Sternum, after all growth centers have fused, has a pointed lower end called the xiphoid process, which sometimes feels like a hard lump. If it is red, swollen, painful, have your doc examine it. If you've ever received cpr, sometimes the xiphoid can be broken due to hand misplacement.

It is normal: Your description sounds like the medial end of the clavicle on each side.  That is normal.  There often is a slight bump on each side where ribs attach to the sternum as well.

Sternoclavicular jt: Injury or arthritis can cause the sternoclavicular joint  (SCJ) to become swollen and more prominent. The right and left SCJs are just off the midline at the base of the collarbones as they attach to the sternum. A thorough orthopaedic exam an specialized X-rays will help make the diagnosis.

Several types of inflammatory conditions of the skin, allergic reactions, sun exposure, insect bites, and sometimes bacterial, viral or fungal infections can cause rashes on the skin.
