Braces: Teeth are extracted before braces for a couple of reasons. First of all if a tooth is badly broken down and up restorable it needs to be r moved.  Secondly, if there is not enough space to put the teeth in the desired position.  Ask your orthodontist to explain  the recommendations for your mouth.

Extractions for non-orthodontic purposes are usually a covered expense, but may or may not be when part of an orthodontic treatment plan. Personally, i consider correcting malocclusions both cosmetic and functional improvements.

: You may want o consider a dental implant and crown to replace the tooth entirely. To move the two molars behind that space towards the mesial is a tall order even with orthodontics.

It should adhere: Are you saying you had a tooth removed for orthodontic reasons and the tooth next to the one that was extracted is loose?  Are you wondering if the braces will adhere to the loose tooth?  Whether a tooth is loose or not does not affect the bonding of the bracket to the tooth.  What is important is the remaining bone height around the teeth.  The less bone you have, not as good prognosis.
