Yes: Keloids are caused by skin injury in susceptible people.  While piercing is one of the most common causes, tattoos (due the injury caused by the needle) are also common.  In addition, some people can have excessive reactions to certain tattoo pigments which can lead to scarring.

Yes with risk: The development of a keloid is from dermal injury. Some persons are very susceptible to formation and have keloids develop even with ear lobe piercing. THe tattoo machine will puncture the epidermis and part of the dermis so there is the potential for a keloid to form

Be careful: Any form of trauma to the skin (include getting a tattoo) can cause a keloid if you are keloid prone.  It is a hard question to answer.  A tattoo rarely causes keloids, but it is certainly possible.  Err on the side of caution.

Probably not: If you tattoo is several years old already and you do not have a keloid as yet then no. If however you are now developing bumps in the tattoo especially the reds that are firm nodules you my be creating granulomas in the skin which is an immune reaction if so see a dermatologist

Avoid: If you are prone to keloids, which are not predictable it is best to avoid piercing. Keloids can be difficult to treat.
