Even if you have allergic rhinitis, your cough could be due to other causes like acid reflux, even if you do not have heartburn.  Best to see you doctor or a board certified allergist.

Try these, since they reduce inflammation (allergy) effectively and do not cause any side effects
1. Eliminate milk, yogurt, kefir, cheese
2. Raw honey 1/2 teaspoon 2 times/day
3. Sunshine for 30 min at noon or vitamin D3 3000 IU/day
4. Probiotics (raw apple cider vinegar, probiotic pills)
5. Small amount of liquorice tea

Water?: Anaphylaxsis to water is unlikely. You probably have an issue with something in the water.  Was it the ocean, pool, spa, lake?  It could have been something else that caused your symptoms.  There are allergic reactions to hot or cold but this again is not the water.  I would discuss this with your doctor to help get to the bottom of it.

Likely a non issue : The OTC medications you have mentioned do not contain any of the compounds you have listed as allergenic to your son. That being said, they may contain medications that he is allergic to that you don't know about yet, so careful observation is warranted.

Fever?: Please monitor your temperature, but if you have a history of allergies and respond well to your allergy medications, your symptoms may be related to allergic disease. Stay home until symptom free. Avoid dust, mold, pollen and animal dander. Use nasal saline rinses which may improve your nasal symptoms.  If you develop a fever, please contact your physician.

Find the cause: Cough can be due to postnasal drainage from allergic rhinitis, best treated with nasal steroid sprays, or may be one of the first signs of asthma, best treated with singulair (montelukast) or an inhaled steroid. The mainstay of allergy treatment is reducing your exposure to the allergen(s) that are causing your symptoms, if you can identify that. Your allergist can be immensely helpful for all of this.

Double trouble: Quite often a cold can be superimposed on underlying allergies.  This can make you even more miserable!  The usual over the counter cough and cold remedies can help you feel better while the body fights off the cold.  Often overlooked is nasal saline which helps the cough and drainage.  Nasal gel spray helps the dry irritated nose.
