Possible paronychia: You may have an infection of the soft tissue surrounding your nail. This is known as a paronychia.If warm soaks do not help i would see a dermatologist.

No: If you have toenail fungus this would not cause tingling or numbness. If you had athletes foot it can cause burning and pain. The numbness and tingling is likely from another cause and there are a number of causes for that and would require an evaluation to narrow those down.

Varies : Multiple potential  causes.  Frostbite would really be a consideration only if you had sustained severe cold to that extremity.  Temperature differences can be caused by an abnormality causing a cool foot, or by causing a warm foot.  Cool feet are often related to vascular issues.  Warm feet may be vascular, infectious, or inflammatory such as gout.  A good exam would give idea about likely cause.

can an old lingering case of condyloma cause palpable or swollen inguinal nodes? also could bad toe nail fungus cause this?

Nail fungus: Would not cause it, depending on the etiology of the condylomata it is possible. For example condylomata could be secondary to syphillis and syphillis can cause swollen lymph nodes. (i just used syphillis as an example).

Sometimes: problem is that you may not have a fungus infection. It might be a bacterial infection which would require a diff type of med and tx. If problem worsens, would suggest that you see a dermatologist

Lamisil: is an excellent anti-fungal antibiotic. I agree that a fungal culture will identify the offending fungus; however, it will not cure the infection. The redness may be due to either a second infection which is non fungal or a reaction to the Lamisil. Please consult treating podiatrist and figure on 2-4 weeks of therapy, depending on the severity of your case.

Read below: If it is due to gout, or a possible broken bone or sprain in the ligament, see your podiatrist.   You also have the possiblity of arthritis or an infection in the toe.   If this has been ongoing, don't put it off and seek professional help.

Infection can also cause swelling and a bruised feeling, commonly an ingrown toenail can cause these symptoms. Another possible reason is an acute gout attack. The best answer for you is to go see a foot specialist and have your foot xrayed and evaluated.
