Ingrown nail: I think you have an irritation form your nail rubbing the skin, and ingrown nail. Sometimes these get better on their own but you might have to have part of your nail removed to get it to feel better.  See a local Podiatrist for a better diagnosis and he/she can remove the part of the nail and make your toe better.

Blister: Blisters are usually caused by friction and moisture.  You may have rubbing in your shoes due to both the shoe and your foot shape.  Try uses spray deodorant to decrease moisture, then change up shoe gears or use wider shoes.  Lastly if continues, see your doctor for possible imaging and evaluation.  Hope that helps!

Could be: It certainly could be an ingrown toe nail, which would cause your toe to be red, swollen, and painful.  I would not hesitate to be seen and treated.

i sprained my ankle while running 2 weeks ago, a small area on my foot got swollen (not the ankle) and it's still swollen (i'm not sure if it's a vein) with no pain even if i press on it
so what could be the reason & can you tell me what i should do?

: It is not feasible to provide a meaningful opinion without additional history, physical examination and may be some tests. If the lesion is getting better you may give it time to heal. If ti is not improving in the next 2 weeks, or gets worse, it would be prudent to see a doctor.

my toes feel tight and look a very little bit swollen ish. its hard to tell its not swollen to a point where its noticeable. i notice this when im standing for a long time for about an hour or so. is this normal? once i sit it feels normal again?

Seek medical advice : Your description of your toes is consistent with swelling to your digits       standing and sitting are pretty much the same in  controlling swelling.      in other words this does not control swelling.   because of your age I would seek medical attention this is not common at your age group

Shoes or Toes.: The first thing to do is find the cause of the redness and swelling. Since it involves both little toes, my first guess is that your shoes have something to do with it. Of course, the other way to look at it is that your toes are to big. The solution is to change the style of the shoes or change the style of the toes. I go for a serious reconsideration in shoe style and fit.

Lots of things!: Swelling can be due to water retention, infection, gravity, trauma, allergic reaction, even athlete's foot. If it's just one toe, consider infection, ingrown toenail, or local trauma. If it's all 10 toes and does not go away with elevation overnight, see your doctor to investigate water retention or other systemic causes.
