Maybe: Any change in a pigmented lesion is cause for some concern, but it may simply have become irritated due to scratching or other trauma.  Your dermatologist will know, probably just by looking at it.

Read drug info: This is most likely a reaction to the sun but your medications may make you photo sensitive and prone to a rash. If this is the area to which you are applying steroid, that could also be a cause.

Melasma?: Melasma of the face is often in a butterfly pattern but may be spotty. If you only have one spot and it is growing, you need to see a dermatologist and get a biopsy.

Sun spot: Would be wise to have any pigmented lesion evaluated that changes size, color, or shape.  See a General Physician or Dermatologist.

Not likely: Patanase is an anithistamine type nasal spray approved for treating allergies.  It would be unlikely for this to cause a rash.  If the medications is stopped and rash resolves, then medication is restarted and rash reoccurs, this suggests the medication. Other causes are more likely.  Also nice to have many medications available to treat allergies.

Shaving rash: Probably folliculitis barbae (shaving rash) more commonly in people who have curly hair.
Apply hair conditioner for a few minutes before shaving.
Use a single blade razor (double blade razors cut the hairs too short, allowing them to grow in.)  and shave in the direction the hair grows, do not pull the skin (or use an electric razor. Apply hydrogen peroxide after shaving.
