Sometimes they are asymptomatic and sometimes they cause a number of serious problems.  A lot depends on what bones are involved.

Pain and rigidity.: Although the condition is congenital and present early in life,  a child may not experience pain until  between 8 and 16 years old.  The chief symptom is pain which is often recurring ankle pain or unexplained ankle sprains.  A child may experience rigidity and stiffness in around the ankle, and a decreased range of motion.

?: I don't think the torn ligament is from the tarsal coalition. Ligaments can take 6-8 weeks to heal and i recommend bracing during the recovery. A coalition is similiar to a bridging of two bones together and usually lessens motion at that joint as their is a bridge.

you may be referring to subtalar fusion which could b used to eliminate pain if the boney coalition comprises several articular facets of this joint and account for pain. More commonly coalition resected/removed only.
