Conjunctivits: discharge or eyes sticking shut are symptoms of conjunctivitis.  This can be allergic, bacterial, viral or irritant related.  A 3 week old would be hard to diagnose without an exam so many would use an antibiotic eye drop in case it is a bacterial infection which is usually the most severe.  Sometimes it is a sign of chlamydia that could lead to pneumonia if not treated properly.  Get her seen.

Yes: Mild conjunctivitis can be associated with eye redness and irritation without crusting/stickiness/discharge.  I would recommend trying cool compresses, chilled over-the-counter artificial tears, and observation.  If it is getting worse or not resolving, you need to see an eye doctor for a complete evaluation.

Depends: If the eyes pus up repeatedly I would call his doc &amp; see what they would suggest. Prescription eye drops may be needed and whether or not they will send them out without a visit depends on the doc/information you provide.

Dry eye/ blepharitis: Your description sounds like dry eye/blepharitis.  Initial treatment is frequent artificial tears during the day, ointment at night, warm compresses a few times a day, and omega-3 fatty acid supplements.  If no improvement, you should see an eye doctor for further evaluation.

Contact Peds ASAP: Eye infections in babies can be very serious, and swelling in the face could indicate cellulitis (infection spreading into the face).  Please contact your pediatrician immediately regarding this, as antibiotics may be immediately necessary.  Also take note that this can be highly contagious, even to adults.

: Discuss results of a CBC, differential and platelets with your physician.Nasal saline often relieves the ear symptom, and rinsing eyes with saline is also often effective. Avoid chemical,,smoke and allergic triggers such as pollen. Consider an ENT evaluation. 
Watch for signs of shortness of breath and fever.
