Cervical cord injury: Your spinal cord is being squeezed  probably but not for certain by a disc rupture or boney overgrowth.I f no symptoms I expect you soon will. Surgery is very probable. See a neurosurgeon or orthopedist urgently.

Cervical disc : The MRI findings while not normal do not imply there is actually anything clinically wrong. These findings can be found in a person without symptoms . You should speak to your doctor about how your examination relates to your MRI findings.

Need iimages: Very difficult to interpret the meaning of that report without seeing the images, and without knowing why the study was obtained. Depending on severity, could be artifact (not significant). Transverse myelitis (inflammation of the cord) can also have such findings, but that would correlate with serious neurologic symptoms. Other conditions of the spinal cord also could cause such MRI findings.

Definitions of: Myelomalacia or "bad spinal cord" is abnormal tissue structural change of the cord negatively affecting its function brought on by several causes but most times due to degenerative changes when involving multiple levels leading to narrowing of spinal canal compressing the spinal cord and creating these cord changes. Surgery is indicated if there is evidence of cord compression to prevent worsening.

From none to many!: They can be asymptomatic to just causing pain usually in neck with headaches to just causing neurologic symptoms like weakness, numbness, tingling, dexterity & balance issues or both.  Even bowel/bladder control issues could arise with spinal cord compression leading to a condition known as myleopathy.  Most disc herniations are treated non operatively unless causing a significant neurologic issue.

Normal diameter 1.7: A disc herniation in the cervical spine can be a serious event.  Your herniation is causing 60% stenosis.  Indentation on the cord can produce permanent neurologic injury, especially if aggravated by motion or additional injury. Please discuss these results with your physician to determine the most prudent next steps.

NOT SAME THING: However, both are results of acquired wear and tear.  The endplate spurring can be looked at like arthritis, the disc protrusion is indicative of a tear in the basket surrounding the disc, which results in contact with spinal cord.  This is not yet a "surgical" issue, and rather, is potentially managed by conservative approaches, especially physical therapy.  Do NOT see chiropractor!!!

Congenital: the congenital neck fusion typically does not cause the impingement of the cervical cord; It is the mobile segment can cause the problem due to overuse; if you have the neck issue with congenital neck fusion please see a doctor. The fused levels at C2-3 typical does not cause the problem

Yes: If something is compressing your spinal cord or nerve roots can then it maybe surgically opened up. However,  fused verteba do not usually cause such problems. You need to see a spine surgeon if you think you have pressure on your spinal cord or nerves.
