Yes: But this would be extremely rare. Hiv will not survive long outside the body, but might if the blood has not yet dried up entirely. Why in heavens name would anybody touch somebody's blood on a surface with their own open wound? A very improbable scenario. But the answer to your question is that this is possible.

Unrelated: Donating blood is an extraordinary gift from a person to help others.  To protect the recipient, a lot of testing is done on the blood to prevent transmission of certain bacteria, viruses and other things in the blood.  The mere presence of a wound has no effect on the blood itself so if you had anything as simple as a shaving razor cut to a big wound, it would not affect the blood for donation.

Exposure: This is similar to an accidental exposure that can occur in healthcare delivery, a needle stick, cut or splash of patient fluid into eye or nose of provider. Hiv transmission can occur, but risk is low. Mandatory to report the exposure, receive risk counseling, obtain baseline levels and medication until period of risk and monitoring is over. Usually 6 to 12 months. Don't hide, get care.

ProbIably no PEP: If the "open wound" was not brand new and freshly bleeding, the risk of catching HIV probably is nil. And the HIV status of the person whose blood was involved is important:  if on HIV treatment or if other wise his or her blood level of HIV is low, there probably is no infection risk. You need to see an HIV expert -- do not rely on this or any other online forum. Good luck.

Universal precaution: "Universal precautions" means you should always use precautions with anybody regarding body fluids and pen wound etc.  Assuming your BF was HIV+ and now it is not detectable, I would still use Universal precautions, wash hands often, avoid body fluid contacts. Since, assuming he was HIV +, the information is not 100% as to whether he is able to transmit any HIV to others, so always use precaution.

: You should know HIV does not last long outside the body.
The too many assumptions with your question. First you have to assume that blood stain is from an infected person then the blood has to be quite fresh so the HIV is still alive and then you are infested your open wound with that blood.
I would say the chance is like winning a 6 number lotto.

: Such exposures are no risk at all. Nobody has ever been known to catch HIV by contact with blood or body fluids in the environment. No unsafe sex and no needle sharing means you will never be at risk for HIV.

i have scratched an open wound on the back of my neck to the point that the tissue remaining in the center is stark white and full of porous little holes and it stings constantly. also this wound emits very little to no blood even when scratched.

Stop scratching: Wounds heal by creating pink granulation tissue to fill in the defect. Constant scratching can disturb this new growth and result in a would which does not heal. Open wounds are also susceptible to infection. Cover the wound with antibiotic ointment and a bandage. Take Benadryl, claritin or zyrtec if it is too itchy. wear a glove or other hand covering to remind you not to scratch.
