Urine smells: Well, urine has an odor that should be distinguishable from sweat. Also it is yellow. And sweating in just the groin area would be unusual.

Sweat is salty: Could be a wet dream, you are 20. At 20 yrs of age you are probably not incontinent of urine. You live in a very hot country. More likely 2 be sweat. Can get a urine dipstick fromń

Fever: Yes, worrisome. Strongly suggest you get a thermometer and document the fevers, the times they occur, your pulse and check carefully to be sure there are no other symptoms. Take this info to an infectious diseases specialist, or you can start with your family doctor and go from there. This pattern is not uncommon with TB, lymphoma and some other systemic conditions. The : The rash may require a scraping, or possibly a biopsy to determine the proper diagnosis. A true blistering rash in the groin could be a contact dermatitis to something touching the skin, or a primary blistering disorder such as bullous pemphigoid.  A dermatologistg could do such tests, with immunofluorescence stains, to find a diagnosis, then appropriate treatment recommended.
