i used a public restroom & put down a paper toilet seat cover. i noticed a few small dots of red/orange on the inner side of the toilet seat in the front. what is the chance of hiv transmission? could it have gotten on toilet paper i wiped with?

No risk, no worries: I find it difficult to believe you found toilet paper that really had blood on it. But if that happened, there would be little or no risk for any of these infections. Don't worry about it.

Highly unlikely: HIV transmission is unlikely in described scenario. The virus does not live on inanimate surfaces. HIV related anxiety is possible otherwise and you should discuss options with your PCP.

Life's surprises: Healthy hands don't transmit HIV viruses. However, life can be full of surprises. If worried, one can do his regular primary care check-up and ask for HIV screening. HIV screening is for all men and women, teens included, who are doing risky activities such as sex with new partners or several partners. If still worried, it's time to stop having various people touch said penis.

Unlikely: There are many other causes  for your symptoms than hiv.   If you don't participate in IV drug use or unprotected sex, why are you worrying over HIV so much?

Probably not: Red dots on your genitals is not hiv.  Red dots on your genitals are far more likely to be related to potentially herpes or molluscum or other viral infection.  Yeast cannot be ruled out either.  Syphilis is far less likely because that is an ulcer.

Check : If platelet count is down this could happen, doubt it is hiv. Need to check with primary care doctor.

Not a do it yourself: issue. Please consult your doctor for the test to be done at an accredited laboratory. So that you do not have continuing doubts, it would be appropriate to get the test for HIV nucleic acids.
