Red bumps on arms  l: It seems like you have some kind of ongoing contact dermatitis and you need to be evaluated by you physician.If it was viral illness which can present like you describe, but that clears up without any tratment.In your case description you got spread to your arms with otching which makes me think it is some kind of contact or allergic dermatitis, you need to see your doctor.

Dysdidrosis?: Likely dyshidrosis, a type of dermatitis. Could be fungal but less likely, however only way to be certain is to get the help of a derm who can do an in office cheap test ( koh) and tell for sure in 5 minutes without guessing.

Maybe dyshidrotic: This may be a form of hand foot dermatitis called dyshidrotic dermatitis. Oral Prednisone may help acutely, but gentle proper hand care and the use of prescription strength topical steroids are often needed. Seek the advice of a board certified dermatologist in your area.

May be a fungus: Skin that is noted on the palms of the hands, plantar aspect of the foot and intertriginous zones (creases) can become irritated by friction and can attract a fungus infection.  It can sometimes present as blisters.  It's important that you come in and have it examined!  some other differentials can be an allergic reaction or an infection.  Don't delay on getting it checked.
