i have a small clear bump under my tongue it is slightly painful and irritating not all the time but sometimes. its the 2nd one ive ever had.

Get it looked at...: ...to be sure but what you describe sounds like a mucocele which is usually a painless small movable swelling caused by an interrupted duct in a minor salivary gland. They sometimes resolve on their own and sometimes require treatment. We can't diagnose via the internet so be sure to get it looked at by a dentist or primary care provider.

Your explanation : Seems to suggest a minor trauma caused this lesion. It should resolve in a few days. If you do not see resolution fairly quickly please see your dentist, a periodontist  or an oral surgeon for an exam.

Mucocele?: If they are not growing large, not painful, etc then they may be mucoceles, which are trapped saliva. It could also be swollen salivary glands/ducts. See a dentist or ENT physician if you're concerned.

this morning i noticed one very tiny clear bump on each side of lingual frenulum.. no pain, just noticed it while looking under tongue while flossing, not sure if this is normal? they are very small, should i get checked? do not smoke or drink?

I : I think it would be a good idea to make an appointment to see a dentist. It is possible that the nerve in that tooth has gone bad and that the little blister that is forming is actually a draining abscess.

You may have hit that tooth hard years ago, or you may have had a big filling placed a while back. This requres an in person exam with a radiograph and cannot accurately be diagnosed over the internet, sight unseen.

Since it keeps recurring in the same spot it is more likely associated with the tooth than an std or your smoking.

Clear bump: Does it feel fluid filled, can you "drain" it? It may be a mucoceole, which is an over active salivary gland that clogs up. Once you "pop" it, it goes away but can return. The act of oral sea may be activating the slivery glands more. But, i would see a specialist in oral pathlogy, oral surgeon, md to make sure that it isn't something more severe.
