Seborrheic dermatitis: If they can be scrubbed off with a washcloth they could be a seborrheic dermatitis.

Ankle bumps: Do your ankle bumps itch?  Turning dark is most likely post inflammatory changes, which should fade over time.   Ankle bumps make me think of ankle bites from fleas.     Those would itch.    Consider seeing a dermatologist for evaluation and treatment.

White bumps: A distinction must be made between these bumps being fluid filled or solid masses.If they are fluid filled you may be looking at some form of an infectious process.A  culture should be taken and submitted for diagnosis of infection. If report is negative or lesion is solid a biopsy is suggested.

Ankle pain: Did u have trauma ? Is the pain located at the bump or elsewhere ? Are  your shoes the correct size ? If ankle pain persists u should be evaluated.

Many possibilities..: Itchy rashes can be from many causes, such as: allergic reactions to various things (such as parts of shoes or socks), hives, fungal skin infections, viral or bacterial infections, medication causes, heat rashes, reactions to creams or lotions, internal problems (such as kidney disease, auto-immune disease), etc... Sometimes, hydrocortisone cream is useful. A doctor's exam can help diagnose it.

Cyst: could be a cyst? or maybe a fibroma (scar tissue). You would need xrays and MRI.
Not to scare you but it could be a tumor. Most probably benign.
