Likely viral: sounds like a post viral rash. If rash worsens or does not away in the next few days, better to run it by their pediatrician. No specific treatment necessary if no symptoms

Rash: Just to be on the safe side i would get a throat culture to be certain that the rash is not scarlet fever .Salt water nose drops can be used for your nasal drainage.

i had a quater skin infecction with puss and oil that looked like road rash and a week later one formed on my arm, could this be related to hiv?

HIV: This sounds like a case of cellulitis, possibly with staphylococci with recurrence.  Whether it has anything whatever to do with HIV would only be significant if you have the disease, and have become profoundly immunosuppressed as a result of long-standing untreated disease.  If you are concerned about possible exposure go and get tested.  The 4th generation immunoassays are excellent.

Dry scaly skin: You could have eczema with the beginning of a low grade infection. See your doctor before it gets worse.

Early HIV symptoms (fatigue, sore throat, mouth sores, joint  or muscle pain, fever, headache, rash or swollen lymph nodes) often begin 1 to 2 months after transmission ; may be present from 1 to 4 weeks.

Keratosis pilaris: Keratosis pilaris (kp, also follicular keratosis) is a common, autosomal dominant, genetic follicular condition that is manifested by the appearance of rough bumps on the skin. It most often appears on the back and outer sides of the upper arms (though the lower arms can also be affected), and can also occur on the thighs, hands, and tops of legs, flanks, buttocks, or any body part except glabrous.

Neuropathy: Sounds like a nerve problem, so we'd call it neuropathy. It can be caused by anything damaging a nerve. Shingles or herpes can do this, but if it has been going on for 2 weeks I'd expect there to be spots or bumps or something showing on the skin by now. It can also be caused by your immune system attacking the nerve or by the nerve being pinched in your spine or elsewhere. See your doc for help.

Many causes...: Itchy spots can be from many causes, such as: hives, viral infections, other infections, medication causes, hot-tub rashes, heat rashes, reactions to creams / lotions, allergic reactions to various things (including foods), internal disorders (such as kidney disease, auto-immune disease), etc... That means a rash that persists or is worrisome in appearance should be checked by a doctor.

Rash: Rashes are difficult to diagnose without being seen. Is it flat, pebbly, blistery? How long present? How large an area involved? Any contact with poison ivy personally or a pet? Any exposure to ticks? Any exposure to measles/chickenpox/etc?  See pcp for evaluation & treatment of rash.
