As to Rx, try moistening the skin with gentle washing with no harsh soaps or... and applying creams for dry skin + lightly touch 1% hydrocortisone caream to the itchy spots and see... Several types of inflammatory conditions of the skin, allergic reactions, and sometimes bacterial, viral or fungal infections can cause rashes on the skin. Insect bites can also be the cause of a rash on the skin.  Have it evaluated by a professional and get the appropriate treatment.

Likely  allergic: many people are sensitive to anti-bacterial soap, which has no benefit over regular soap.  Another possibility is being sensitive to the detergent that the towels are washed in--you may switch to one which is  perfume and additive-free.  Eliminate possible causes one at a time.
