No that is not true: but instead of picking first try salicylic acid shampoo and see dermatologist for great topical prescriptions to remove scales

No: I should not be difficult to heal unless there is some underlying skin problem or persistent tumor. See a dermatologist who specialized in skin cancer

Does it persist?: Sunburn has been shown to increase the risk of developing skin cancer many years later. Sunburn does not cause immediate cancer. Severe sunburn my require treatment by a physician or specialist. Was there was a skin lesion before the sunburn, or has it changed?  Or if your skin does not heal or there is a persistent lesion, have it examined.

See below: If a sore on the skin, heals by itself, it is not cancer.
For good health - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Drink enough water daily, so that your urine is mostly colorless. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex, if you have sex.

Skin burn: Firstly - skin cancer is rarer with just one time skin burn. repeated exposure increases the risk. Secondly there are many creams and lotions that are sold as skin repair/DNa repair - we do not have such a thing as yet. They just help protect and repair with core molecules like collagen, vitamins etc.. THe actual repair comes from the deeper layer cells in the skin.

Facial Lesion: Greetings. I'm glad that the biopsy was negative for cancer.  It was an incisional not an excisional biopsy.  This means that your lesion was not completely removed.  I would recommended seeking out a Moh's Dermatopathologic surgeon for complete removal.  Once it is completely removed,  a detailed path evaluation of the entire specimen will be performed and hopefully,  it will finally heal.

both arms seemed discolored. it's been 2 months now and they wont heal. there's no flaky patches they are all flat. could this be skin cancer?

Med check up: Since your skin lesions are persistent, you need to have a medical check up with your PCP or  with a skin specialist(Dermatologist). It is not possible to guess what is wrong, without examination and some tests if needed. But go see a doctor first.

second degree sunburn with bubbles all over my front legs- how long 2 heal? the skin will be normal as before? any scars? any risk for skin cancer?

Keep clean and moist: If healing occurs within 10 days and additional sun or injury or infection is avoided, then it is unlikely that scarring will occur. However this is no guarantee. Yes there is a risk of ski cancer but the risk is difficult to quantify.

Ultraviolet light: Heat is not what caused skin cancer, it is ultraviolet light. People with higher content of melanin in the skin are protected from the ultraviolet light. Native people of countries near the tropics are dark skinned and that protects from skin cancer.

how come skin cancer doesn't spread as easily to other organs as compared to other cancers?

It can: It depends on the type.  Melanoma spreads to many other sites, and can do so very quickly.  Basal cell and others tend to spread slowly.  Regardless, cancer of any type, should be monitored closely, and treated promptly.
