Perhaps : Perhaps you have seborrheic dermatitis?  This is a common condition this time of year and if typically found on the scalp or face.  On the face, it is seen as red, scaly areas on the forehead, between the eyebrows (or on the middle part of the eyebrows), and beside the nose.  Typical treatment would be Ketoconazole Cream and/or desonide cream which can prescribed by a dermatologist.  Otc options might include Cortaid (hydrocortisone) which can help some patients. IF IT'S METAL, GET RUBBER OR PLASTIC.
IF IT'S PLASTIC, GET METAL, ETC.
IF NEITHER WORKS, I SUGGEST YOU COAT THE AREA WITH CLEAR NAIL POLISH AND LET IT DRY BEFORE PUTTING THEM ON.

Dry skin: Are you talking about the skin IN the nose or on the outside between the nostrils as well as skin on the face? I would recommend trying vaseline or Eucerin Aquaphor for the dry skin.

Drink enough water daily, so that your urine is mostly colorless. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex, if you have sex.
