Yes: At the very least there will be local anesthesia.  General anesthesia is unlikely unless it is a huge cyst.  Sedation or twilight is possible.  Best to talk to your surgeon about this!

Relax: Typical tricholemmal cyst in the scalp is removed with lidocaine local anesthesia. It is painless. Once they get started you will relax. You can also be sedated, but most people do not need this.

The type of the anesthetic depends on patient's preference, surgeon's preference and anesthesia needed for the the cyst. Unless you are more specific, a clear answer is not possible. For example, a 1 cm cyst requires different anesthesia than a 10 cm cyst.

The sac cavity must be surgically removed (or killed by infection and neglect, causing scar) with a much tinier scar.

Surgery: 1.  Numb the skin
2.  Make a small incision over the cyst.
3.  Remove the cyst entirely, including the cyst wall.
4.  Sew it up neatly.

Yes if not infected: The majority of sebaceous cysts are not infected and are stable lumps under the skin.  If your cyst is acutely infected and draining, i would not advise swimming in a public pool.
