If not present by a certain time, the baby is "developmentally delayed" or not progressing normally & efforts to find out why are undertaken.

Therapy with specialists can help greatly improve these problems. How much the person "catches up" depends on  many factors like age and if other medical problems are present

i have a developmentally delayed son with odd behaviour. i have suspected autism, but his mother is in denial.please suggest a course of action that we can take.

Talk to doctor: Has your son been evaluated by a developmental pediatrician in order to make the diagnosis of developmental delay? If so, they should be able to address the question of autism. If not, talk to your son's pediatrician regarding your concerns. There is not treatment for autism, but children who receive therapy seem to do better overall.

Many things: The list of conditions that can cause developmental delay and hypotonia (weakness) is extensive (metabolic disorders, genetic abnormalities, trauma during delivery and more).  Speak with your developmental pediatrician again to get a better idea of what they feel might be the cause. Hopefully, therapy of some sort (physical, occupational and speech) will be initiated, early intervention is key.

Autism spectrum: I would suggest an ongoing evaluation with your Pediatrician, including AAP questionnaires for your son and his teacher. Speech therapy may be helpful, and a hearing test is suggested. Limit screen time to less than one hour per day. 
If his diarrhea is severe, he needs to see a GI specialist.

my 13 yr old had testicular torsion by school delayed to take him for surgery after about a week it was done but the affecte side is shrinking advise?

Urology evaluation: If torsion of the testicle is not fixed by 4 hours, there is a high probability that the testicle will not survive. The affected testicle will shrink over time. Leaving a testicle like this has been shown to have a negative effect on later fertility. See a urologist for advice.
