See dermatologist: ITP (immune thrombocytopenia) is probably not related to your scaling skin on chest. You may have dry skin or other skin conditions. If moisturizing does not help or more scaling skin or associated with rashes, please see dermatologist for an evaluation.

It is typical for a rash to clear and have blisters left over; they are tiny areas of inflammation fluid left over from the active rash process.  It sounds like it is resolving.  If it persists are recurs, you should probably see a dermatologist.

: Cordran is a corticosteroid, often used to treat allergic sorts of rash. Nevertheless, it is possible to be allergic to it, or to another ingredient in the tape. That seems likely here. Just keep the area clean and dry, with no tape or dressing. See a doctor (ideally a dermatologist) if no change after a week or so. Good luck.

Yeast is a good bet: These are typical symptoms of candida vulvovaginitis, i.e. a vaginal yeast infecttion. If your symptoms were mild, it might be OK to try an over-the-counter yeast cream like Monistat and others. But other conditions are possible and these symptoms sound pretty severe. I would recommend you see your doctor, both for diagnosis and to make sure there's not an underlying health problem, like diabetes.

Sounds like seborrhe: which is usually a combination of inflammation, cell turnover problems and fungal components. You need topical prescriptions from dermatologist, you can try OTC hydrocortisone until appointment.
