Depends: The deeper rash will likely fill in with granulation and scar tissue.  It will look different from your normal skin and may have areas of numbness.  The superficial areas will likely heal with only temporary redness left over, that should return to normal over months or years.

Can impede healing: Best thing to do after the initial disinfection with soap or alcohol is to apply petroleum ointment (plain vaseline) at least twice daily until the skin has re-epithelized (about 5-7days). Hydrogen peroxide can be harmful to the healing skin, antibiotic ointments increase the risk of allergic contact dermatitis, alcohol can dry out the wound resulting in a scab which can also slow down healing.

Nearly Impossible: I would not worry about this at all.  This scenario  would be extremely unlikely to allow the HIV virus to penetrate and enter your bloodstream even if you got the road rash 2 minutes before the contact.  Don't worry about it.

Moisturizer/sunblock: You can stop using vaseline once the new skin has developed. It is very important to use a sunblock since the new skin will be very sensitive to sun exposure. A good sunblock should contain either zinc oxide or titanium dioxide to be effective.

HIV: This sounds like a case of cellulitis, possibly with staphylococci with recurrence.  Whether it has anything whatever to do with HIV would only be significant if you have the disease, and have become profoundly immunosuppressed as a result of long-standing untreated disease.  If you are concerned about possible exposure go and get tested.  The 4th generation immunoassays are excellent.

The most likely: cause is muscular. Pain from exercise including a muscle strain would top the list of possibilities. Other possibilities might be an inguinal hernia or pubis dysfunction, a condition related to relaxation of the pelvic ligaments. Causes unlikely in a 26 year old include osteoarthritis, sciatica, or kidney stones. You can watch it using ice/heat/ibuprofen for a week or two. Then see doc if persists
