See dermatologist: You will need to be clinically examined. It could be fungal infection/dermatomycosis like ringworm or could be psoriasis or other skin problem.  They can have the same symptoms-however different in clinical presentation.  Steroids would help psoriasis but steroids will make ring worm worse. You need to be seen and evaluated by your doctor or dermatologist

Dermatitis: If ALL the symptoms are on SAME side of your head and don't cross the midline then I'm worried about shingles which can later become painful. Starting treatment right away is critical
A chemical allergic reaction is also possible especially if your hair was dyed and should have it looked at.

Eczema: It could be a patch of eczema or even an extension of a dry scalp condition call seborrheic dermatitis. Both of these can present with red, dry patches. The treatment for these conditions is usually lotion and topical steroid. For a scalp condition is may include the use of a medication shampoo.

See dermatologists: Many reasons why people develop rash like this on face. Most commonly two: one is contact dermatitis and the other is seborrheic dermatitis. Either needs mild corticosteroid cream/ointment to control, prescription strength.

Petroleum jelly: Forehead is an odd place but it could be eczema but i would see your pediatrician.  In general, any good moisturizer would work but petroleum jelly (vaseline) and aquophor are very good at trapping moisture and improving the eczema.  You can also use steroid creams but would consult with your pediatrician first.

As with most rashes.: ...This could be a variety of things.  This could be a virus, or this could be a bacterial infection that would respond to an antibiotic. This could even be tiny insects in the skin.  It cannot be diagnosed online.  You must see a doctor for proper diagnosis and treatment.  If your child is in pain, see a doctor as soon as possible.

More information: Have you been on any birth control pill or hormone therapy that you have stopped recently?
BTW Advil (ibuprofen) and Ibuprofen are the same medication, make sure not to take a lot of it as it could cause upset stomach, bleeding from stomach and kidney trouble.

: Do you wear anything that touches that area that has metal in it. Such as a baseball cap on backwards.  Or have piercings in the area?
If so suspect metal allergy. But a picture is worth 1000 words.
