Doctor can examine: A skin bump, pimple, scratch, mole, etc..., that is or turned into a red mark on a breast can be checked by a primary care doctor or a dermatologist. A doctor may be able to tell whether the lesion is serious or not. Rashes are hard to describe in words. A diagnosis needs an examination. If the doctor thinks maybe something inside the breast is causing the mark, it could be more serious.

: Because the breast has hair follicles, you may be experiencing a simple case of an infected follicle. You should be examined by an in person Dr, though to rule out other possible problems including skin infection, abscess or other more serious problems.

Need to examine: It is not feasible to provide a meaningful opinion without examining you.  You may watch and wait. If the "mark" more than doubles in size, ulcerates, bleeds, develops a nodule or more marks develop, it would be prudent to see your doctor.

Rashes that itch: Rashes that itch can be due to a number of different things - irritants (changes in detergents/soaps/lotions/perfumes), infections (fungal, etc.), eczema to name a few.  With the change of seasons (humid to dry air, warm to cold, etc.), sometimes this can cause irritation in locations of scars, stretch marks - especially in people with skin conditions. May be worth a primary care doc visit.

Get it checked: Whenever a growth is new or changing it should always be checked by a board certified dermatologist. It does however sound like you are describing a hemangioma, which is a benign blood vessel like growth.

Nflammation or infec: It may be the telltale sign of infection or inflammation. Also could be caused by a bug bite of some sort as well as an infected hair follicle all are infected duct.
