Jock-Itch?: This could be fungal.  Try alternating Hydrocortisone with something like Lamisil (terbinafine) at for a week.

Eczema vs dermatitis: This sounds like inflammation of the skin localized to one spot. Dermatitis is a fancy term for inflammation of the skin. Try treating with either a topical steroid such as Cortaid (hydrocortisone) or an anti-itch lotion such as sarna or sarna for sensitive skin. If this does not resolve it, see your doctor.

Itchy rash: It could be several things, allergic reaction to type of sunscreen used at the beach, maybe laundry detergent used recently, if traditional otc allergy meds have been tried and are not working i would see your physician asap.

You can try a short course of over-the-counter topical steroid (hydrocortisone cream) to see if the area normalizes and the itching improves.  If no response in 1 week or the area enlarges or changes then you should see your primary care physician or a dermatologist.

Could be infection: You may have a bacterial infection or a rash that started as eczema but became secondarily infected. It might also be a fungal infection or mixed infection. If it does not clear completely with antibacterial med you should see a doctor or dermatologist for proper diagnosis and treatment.
