Your description: applies to a number of skin problems but  I would "vote for" FUNGAL cause.
Sometimes SPECIFIC TREATMENT  and sometimes ORAL ANTI-FUNGALS are indicated!
In other words get it checked out as soon as practicable by your PCP who may want to refer you to a Board Certified Dermatologist!!!

: Rashes should be examined before moving on to causes and treatment. Urticaria (hives) are common, wax and wane over time, and leave no mark. They can recur over days, weeks, months, or years. The longer they recur, the harder it is to find a cause. Itching can be treated with Zyrtec (cetirizine) or other over-the-counter antihistamines. Seek an allergist to identify the culprit, if there is one

Photo?: To diagnose you correctly, i would need to see the "bumps", and have more history.  Any fever or sweats? Any history of allergies? Joint pains? Recent antibiotic use? Recent trip to the dentist? Family history of connective tissue disorders or autoimmune diseases (such as rheumatoid arthritis, diabetes, or thyroid disease)?  Are any of these bumps painful?

i have a spot on my skin that was infected but treated. it gets what seems to be fluid buildup though underneath and some red bumps around in a circle with minor itching, but no fluid exiting out or leaking. steroid helps keep it down for awhile?

Balanitis: This is common in uncircumcised men.  It is caused by candida.  The same fungus that causes yeast infections in women.  Sometimes creams are effective at treatment.  Other times circumcision is needed.

Red spots : Some people get blotchy red soon after shower or exercise because blood vessels open and form a red patch. This always resolves. It is not a disease but a reaction to hot or cold water, or heat.

Petechiae?: This sounds like petechiae, which actually is small volume bleeding just under the skin. This should be examined by a provider- petechiae have several causes but can be present with platelet disorders, that can affect blood clotting. Occasionally severe infections can cause petechiae, but most people at that stage wouldn't be on healthtap- they'd be in the icu!
