Subconjunctival hge: The subconjunctival bleed can happen in people with  normal blood pressure also, usually painless. If you have pain or associated visual changes needs to be examined.

Subconj heme: It is most likely a subconjunctival hemorrhage.  If you have a blood-red spot and your eye does not hurt and your vision is unaffected that is probably what you have.  It's a broken blood vessel that will get better on its own.  If you have any other symptoms besides the spot, you should see an ophthalmologist to make sure.

Not necessarily: A small blood spot - bright red - just under the surface of the eye is usually a subconjunctival hemorrhage due to a small broken vessel - this happens sometimes with a cough -  or sometimes from minor trauma.  It resolves on its own without treatment.

Not harmful: Bleeding or blood shot  on the white part of the eye is usually not serious,  depending on the cause, especially if it goes away.  It could be irritated, dry eyes or maybe even trauma.  Of course getting an eye exam would be the safest.

Need more info: Need more information. How long have they been there? Do they itch?  If recent onset, they could be bug bites, or a reaction to something she came in contact with, called a contact dermatitis. If they have been there since birth, several types of birthmarks can have this appearance. If it persists, have a dermatologist look at it and give you a precise diagnosis.
