Why is my brother's eye blood shot red on one spot? he can't talk and we have no insurance but it don't seem like he's in pain.

Not harmful: Bleeding or blood shot on the white part of the eye is usually not serious, depending on the cause, especially if it goes away. It could be irritated, dry eyes or maybe even trauma. Of course getting an eye exam would be the safest.
