Dysdidrosis?: Likely dyshidrosis, a type of dermatitis. Could be fungal but less likely, however only way to be certain is to get the help of a derm who can do an in office cheap test ( koh) and tell for sure in 5 minutes without guessing.

usually we use topical steroid cream but the otc steroids do not penetrate well.

You can apply OTC topical corticosteroids, see a Dr for phototherapy, botox injections and immune suppressing ointment.

It can be challenging to diagnose in a clinical presentation, so i'm thinking the blisters should be cultured and biopsied.  Some rx's usually  include a topical steroid.
