WBC are common in vaginal fluids, for example, often (but not always) because of infections like yeast and STDs. Also, symptoms of yeast and STDs often are similar to UTI. If you are sexually active and not tested recently for gonorrhea and chlamydia, make sure your doctor knows and get tested.

DEFINITELY!: Red and white blood cells in urine could mean possible bladder infection; urine culture can confirm this.  Endometriosis can only be diagnosed by a biopsy or direct visualization (can't biopsy something that you can't see so visualization is required) via laparoscopy. Start with a urine culture; if negative and there is suspicion for endometriosis, see a gynecologist.  Best of luck.

How many: Up to maybe 5 white cells in the urine is normal. If there are more in a woman, the first concern is contamination from the vagina. Your physician is the one who needs to decide whether and how to treat a possible urinary tract infection, especially considering your symptoms and signs and whether you have proteinuria to correlate with the white cells.
