Semicircular rash: Multiple possibilities. see your dermatologist. Some of the possibilities include granuloma annulare, contact dermatitis, nummular eczema,   Your doctor may want to biopsy the rash for definitive diagnosis.

Itching: Although no rash and irritant could be possible. For example contact with fiberglass can cause that.  Is the itchiness in the webspace? Good place for scabies.

Bilateral hand rash: 28 year old gentleman with bilateral rash b wrists/thumbs. Occupation? What were you doing? Injury? Think of things you grasped or contacted with both hands. While it may be something as simple as a contact dermatitis, a full history/medications/allergies is needed if it does not go away. Many rashes involve then palms/soles diagnosed w/appearance&amp;history. If infection or IV drug use see MD ASAP.

Rash: With most rashes, it is extremely helpful for your physician to see the rash in question as it helps considerably with the diagnosis. Once appropriately diagnosed, it can then be treated. Avoid anything that can rub against or irritate the area until you can be seen.

A variety of symptoms &amp; signs associated with acute symptomatic HIV infection (fever, swollen glands, sore throat, rash, etc) were noted 2-4 weeks after exposure.

Need more info: Dermatology is pretty visual, so it's hard to know what is going on without seeing it.  Eczema, psoriasis, and pityriasis rosea could all fit this description, though eczema and hives tend to be itchy.  I'd recommend seeing a dermatologist to help solve this one.

Dishydrotic exzyma : Very very itchy. Tell him to try over-the-counter 1/2% or 1% hydrocortisone cream on the bumps.  If that doesn't work you should see his provider.

Contact rash?: Seeing a dermatologist is the best way to get an answer  but the commonest causes come from allergic/irritant reactions to something being held with a pincer grip, such as plucking plant leaves, especially evening primrose.  Topical cortisone creams may provide quick symptom relief.  If not, definitely see a physician or mid-level provider.
