Purpurin: You might have benign pigmented purpura which is a harmless  problem where the small capillaries leak a little blood. No therapy is needed for this harmless condition.

red blotchy rash on arms and legs could be due to many causes. If it is due to an allergic or immune reaction, it may be hives. If the rashes are on the exposed areas of the arms and legs only, it is more likely due to insect bites, such as mosquitos and flees. Contact allergy is another consideration. If the rash persists, please visit your doctor.

Cyst or lipoma: It's unlikely to be cartilage, but it could easily be an epidermal cyst or a lipoma. Both are benign, both are easily removed under local anesthesia as an office procedure. But since there are other, less common things that it could be, it would be wise to allow a dermatologist to have a look at it in person.

can hemangioma go away? my child had a biopsy, but it has been growing again. it grows on her leg under the skin. she's15, it's been there for 9 years

Unlikely at this age: Some hemangiomas do "go away" on their own, but this is usually seen in infants. At age 15, with it enlarging, this would seem unlikely. You are in san fransisco...I would seek an opinion at your university medical center...They may have someone who specializes in the treatment of hemangiomas or "arteriovenous malformations". If not i would start with a dermatologist.

Yes: So called "venous eczema" are skin changes that can overlie varicose veins, and are due to the underlying venous hypertension. They can be moisturized, and should get better with compression, or if you have surgery on your veins.

see your doctor: Your doctor needs to view it and give you instructions on what to do with it.  It may be a foreign body that needs to be removed.
