May not be STD: Since most STD's would cause irritation or itching, your penile rash may be due to some other cause. Pl get it checked for a definitive diagnosis. Feel better

Doctor can examine: A doctor can evaluate the bumps. Rashes are difficult to describe in words. If one has little bumps on the head of his penis, and if STD's have been ruled out, they could be "pearly penile papules," which are small, skin-colored papules that usually are located on the edge of the head of the penis (visible when the foreskin is pulled all the way back). Pearly penile papules are considered normal.

Balanitis: Balanitis is an inflammation of the glans penis (head).  It is most often due to a fungus and is  treated with topical antifungal creams.  Ask you pharmacist.

Yes: Secondary syphilis infamously involves the entire skin. The rash of reactive arthritis (formerly reiter's) is worst on the eyes, palms & soles and may spare the classic site on the glans. And a man can meet a sexually transmitted infection elsewhere on his body. Any concerns at all, get with your physician.

Blood tests?: If you are referring to just blood tests,  you may realize that blood tests often do not detect problems on the skin.  You may be allergic to the latex in the condom, too much irritation from too much sexual activities ( i guess you are asking the question on behalf of your partner), a yeast infection (often transmitted from the female partner especially when uncircumcised)....

Itchy penis: Usually STD is gonorrhea and chlamydia. But there are other  organisms that can be passed between partners. Both  yeast ( can try OTC clortimazole) , trichamonas cause itching.Other  organisms are mycoplasma, ureoplasma, BV. Aloscheck blood sugar as diabetes can trigger yeast infections. Discuss with doctor urgent care

Get screened: The way to sort this out is to have a screening done for STD's. There are several that can be carried &amp; passed with no obvious symptoms in some. The assessment is commonly done by exam along  with blood &amp; urine tests.

: May be eczema or psoriasis (if flaky)  or infection like staph/strep, would follow up with urgent care/ MD may need antibiotics
