Yes: Secondary syphilis infamously involves the entire skin. The rash of reactive arthritis (formerly reiter's) is worst on the eyes, palms & soles and may spare the classic site on the glans. And a man can meet a sexually transmitted infection elsewhere on his body. Any concerns at all, get with your physician.
