Y hips sway walking: I am not sure about your body weight.  If you are overweight, losing weight by diet and exercise may alleviate some of the problems.  Consulting an orthopedic surgeon in your area would help, if body weight is not the issue.

No: Such a rash would not occur as the only symptom of HIV. If you think you were at risk, of course get tested for HIV. But not because of this rash.

No: Please apply some hydrocortisone and take 25mg Benadryl (diphenhydramine) and sleep. Circulation changes can cause itching in lower legs specially after delivery.

Inflammation: Inflammation can cause all of these things. High blood pressure is a result of endothelial inflammation. The endothelium is the skin lining all 50, 000 miles of blood vessels in the body. When inflamed it can cause WBC in urine. An inflamed thyroid will dysfunction. Skin rashes are indication of inflammation. 
A food sensitivity like celiac disease can cause all of these through inflammation.

If : If there is a red blotch on your skin, then it should be closely observed.  If it became more red, bigger, had an advancing red line, was painful or associated with a fever then it would be reasonable to consult your physician regarding the rash.

Yes: So called "venous eczema" are skin changes that can overlie varicose veins, and are due to the underlying venous hypertension. They can be moisturized, and should get better with compression, or if you have surgery on your veins.

Chronic lymphedema: Your lymphatic system that drains fluids from various body parts was likely inflamed during the cellulitis.  The resulting leg swelling can take months to years to forever to completely resolve. Use compression hose, elevate leg as much as possible above level of heart and consider use of a compression machine or massage to reduce the fluid burden. Consult with a vascular surgeon may be helpful.
