Red blotch on my shin, no rash doesn't itch, just red i am a 69 year old female, as of lately my ankles and legs seem to be somewhat swollen.i take blood pressure meds.and meds to control non life threating heart palpitations.

If : If there is a red blotch on your skin, then it should be closely observed. If it became more red, bigger, had an advancing red line, was painful or associated with a fever then it would be reasonable to consult your physician regarding the rash.
