Contact dermatitis?: This could some form of contact dermatitis or hand eczema.  Fungal infections of the hand could also cause what you describe. You probably should see a dermatologist to help you clarify what may be going on.

Psoriasis can be associated within arthritis. Consult a dermatologist to check the rash and for a potential biopsy and lab work for your symptoms.

You need evaluation: Schedule an appointment with your PCP this week or go to an urgent care facility if you are unable to be seen to have this evaluated.  These symptoms could represent a number of things including an infection, an allergic reaction, an inflammatory or auto-immune reaction to name a few.
