Yes. See a doc: It sounds like this could be a localized Staph infection - and you definitely should have proper treatment to prevent complications and to get rid of this once and for all. Staph likes to live in that area... and it forms pus too. It's a nasty germ through and through. If you see an ID doc, they will probably be best suited to help. I'd start by calling your primary doc though and try to be seen.

Here are some ...: Are you a pubic hair shaver? Do you see a hair in the center of the white spot? If so, they're overactive sebaceous glands, which may be itchy at times, but may be further irritated by shaving. If the hairs are present, they could be sebaceous glands or scabies... But without a direct look, it's hard to come up an accurate impression. So, see Doc timely for confirmation and Rx as needed.

Be checked: It is difficult to know the cause without visualization. A history like that is concerning for herpes. Be seen and thoroughly checked and no sexual activity until cause identified. All the best.

Not shaving?: I don't think your ringworm is from "not shaving". It's infection, catch it from someoneelse.
Next, the recurring problem might be due to inadequate treatment. Topicals might not work for you. I would suggest find a dermatologist prescribe you pill like terbinafine(it's only $4 a month supply at target or walmart).

Hard to say : The spots could be ingrown hairs , a skin infection, dermatitis or several other skin  conditions. I would recommend you see a doctor for proper diagnosis and treatment.
