Unclear question: Using a bar soap is certainly not sanitary. If there is a dispenser, that is better. Purell doesn't remove particles and debris. Handwashing and rinsing does.

After contamination: Purell is a decent disinfectant and should be used after any possible contamination or prior to the risk of passing something on to a new person.  If used often, it is drying and you might need to supplement with skin cream.

Doesn't last at all: The protection from hand sanitizers doesn't last at all. It kills viruses and bacteria on the hands when applies. As soon as your hands have dried, if you contact an infected person or a contaminated surface, there is no prevention. In other words, hand sanitizers protect against exposure prior to their use, but not afterward.

Not much: Purrell is an antimicrobial soap not an antifungal so I am not sure it will help much.

Don't recommend it.: The skin of the scrotum is robust enough for a skin cleanser like purell, but i would advise against it as an overly moist environment can actually worsen hygeine of the male genitals. Purell is unlikely to be effective at preventing urinary tract and sexually transmitted infections. Clean and dry is best for the area.

No: The most common mode of rabies transmission is through the bite and virus-containing saliva of an infected animal. Rarely transmission has been documented through contamination of mucous membranes (eyes, nose, mouth), through air/aerosol transmission, or organ transplantation. No worries with brief touch of intact skin with unknown status animal. Stay well:)

No: No it is mostly alcohol and will damage sensitive tissues and membranes and be toxic if absorbed in significant amounts so don't go there.

Yes: You could also die from drinking too much water.But the toxic material and ethyl alcohol in hand sanitizer would kill you sooner.The physical pain and discomfort for both would make it a gross and truly undesirable event.

I wouldn't: This would not be a good idea. The alcohol content of the sanitizer could be irritating.
