Hard : Hard to tell without a clinical examinaton so i would see a dermatologist.  Perhaps they are lichen nitidus (a "variant" of eczema).  If so, a topical steroid cream might be effective.  Read more about eczema treatment at the link below.  I hope that helps!

With scabies it is: important to treat and retreat 4 days after first treatment to get the eggs. Also all clothing and bedding need to be treated. If all this isn't done, you may not have cleared the mites. You may also just be itching even after mites cleared as itching can continue up to one month after treatment. See derm

: Usually it could be viral warts or cysts related to blocked pore or infected hair follicle. It will be best if you could see a surgeon/ Gastroenterologist/ Dermatologist/ primary care doctor to make a doctor and treatment. Most conditions are annoying but not lethal in general. Hope it helps.

What kind of Rx?: Allergic reactions to many drugs will often present as itchy red bumps. but you do not say whether you have been on medication.  Alcohol is known to cause liver inflammation and that can cause generalized itching as well.

If one has little bumps on the head of his penis, and STD's have been ruled out, they could be "pearly penile papules," which are small, skin-colored papules that usually are located on the edge of the head of the penis (visible when the foreskin is pulled all the way back). Pearly penile papules are considered normal. A doctor can evaluate the bumps.

Warts are treated with frezing, burning, lasering, or with several different medicines applied topically. Inclusion cysts, like blackheads, are treated one way and Bartholin's gland cysts are treated in other ways. Skin tags are treated in yet a different way.

Bite: Probably an allergic reaction to an insect bite or a plant like poison ivy .I would keep it clean and use Hydrocortisone cream to lessen the itch.
