if an accident victim had a severed left subclavian artery, which pulse (neck or wrist) would be most affected? why?

The wrist.: Blood flow in arteries is away from the heart.  The subclavian artery goes into the arm and is past where the vessels to the neck are located.  If it is cut then flow to the forearm and wrist may be less.

Pain in neck?: If you are having a rapid heart beat and pain in the anterior (front) part of your neck it could indicate a problem with your heart.  I would go to the ER to be checked.

Common for pulses to vary in strength peripherally .. as long as there is one  you're COOL !

Yes: Increase in heart rate with exercise is normal.
For good health - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Drink enough water daily, so that your urine is mostly colorless. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex, if you have sex.

Carotids: Your carotid arteries traverse the left and right side of your neck and the better you can feel them, the healthier it is, assuming your blood pressure is normal. Aneurysms are very rare. Rapid hb is a separate issue. Rates of up 100 (170  with peak exercise) may be normal.

Yes: Even a mild anxiety disorder can do that. Anxious people are too aware of normal sensations a human experiences 24 hours a day. Normal people's brains filter out most normal sensations and only focus on abnormal sensations. For example, every living person has pulsations with heart beats. Most of us don't feel the normal pulsations. Same with normal intestinal flow that pushes our meals along.

if doc say i have a perception of my pulse in neck because of stress, is it because of higher bp cause of stress or something else stress do?

Not enough info: Stress can cause increased blood pressure. On the other hand, increased blood pressure can lead to a variety of symptoms which, when felt, can lead to stress. So it's very difficult, sometimes, to know which came first.

If the metoprolol you list as a medicine was the prescription you are asking about, your doctor may be treating blood pressure. Please ask your doctor directly about this.

Never take a bp: in the neck. Are you talking about your pulse. Your pulse will be the same at any place in the body you take it. Pulse is often stronger with and upon stopping exercise. Yuor blood vessels are strong enough to handle it.

It is... time to...: See a doctor.  Chest tightness, chest pain, and shortness of breath can be due to minor problems or to very serious ones. An E.R. doctor can check to see what might be going on. Sometimes, tests and chest xrays will be done. Possible causes include angina / heart attack, partial pneumothorax (collapsed lung), asthma, reflux, heart arrhythmias, etc... One should not wait around with such symptoms.
