Prob not related: I don't know of a direct connection with rectal bleeding and pulmonary hypertension. If you are taking any blood thinners including Aspirin this can increase your risk of GI bleeding (gastrointestinal -esophagus to anus). Either way you need to see a doctor asap. Increasing bleeding needs to be figured out and treated. Don't delay.

Can be either: Pulmonary hypertension can be caused by disease of the heart such as mitral valve disease, aortic valve disease, holes in the heart and blockages to name a few.  But pulm HTN can also be caused by disease of the lung tissue like pulmonary fibrosis or by sleep apnea, too.  Your doctor should be abel to help you sort this out.

Treatment depends: This is a stage 1 breast cancer which can be treated with long term survival but treatment  may include targeted chemotherapy that does have some risk of affecting the heart so really depends on severity of pulmonary HTN and ascertaining your ability to undergo treatment, which may include surgery, chemo, and radiation.

Lungs vs body: Arterial hypertension is simply high blood pressure, as in 150/95 vs a normal 120/80.
Pulmonary hypertension is increased pressure in the vessels sending blood to the lungs to be oxygenated. This puts stress on right side of the heart and can lead to heart failure if not treated.

Sometimes: Pulmonary hypertension is not one disease, but several, and how inherited it is depends on the type of disease and the cause.  There is a type called familial pulmonary hypertension which is, by definition, inherited.  Other types of pulmonary hypertension are caused by other conditions such as heart disease or sleep apneas.  Blood clots to the lungs can be inherited and can also cause pulm htn.
