Staging breast CA: The stage will be affected by the presence in lymph nodes, but if it is in the opposite breast, it will be a second primary which will be staged independently. It's commonplace to have a primary on each side and still get a good outcome

3-5 weeks: It depends on healing after lumpectomy, but radiation generally starts about 4 weeks later. Radiation generally takes 6-7 weeks to complete.

Recommendation: You have to take care of this spot with alcohol or iodine to prevent spreading. But wash out before nursing. Plugged duct usually cause pain, fever, even chills and big spot of erythema/redness. Most likely your doctor was right if you do not have these symptoms.

Breast ducts: It is not uncommon for women to have mildly dilated ducts in the retroareolar regions of the breasts. On ultrasound, these normally appear hypo or anechoic. When the contents within the ducts become thickened, they can appear iso- or hyperechoic. Assuming there is/are no intraductal mass(es), there is no treatment - this is the normal appearance.

Unlikely: Radiation therapy can cause some degree of scarring or deformity of the breast. But it doe snot develop so soon...it takes a few years for radiation related changes in the breast form to show.  Therefore it is most likely due to prior surgery. Ask your treating doctors for better explanation of the changes in the appearance of her breast

Prognosis is Stage-b: The prognosis of breast Cancer is dependent on stage of her Cancer at the time of diagnosis. Most breast cancers are stage-1 or 2 and patients do very well, living near normal lives. Check in case she had stage-3 cancer....which does carry risk for recurrence in the future. Inflammatory cancer is one type of invasive cancer. Other types are called invasive ductal carcinoma or invasive lobular carcinoma of the breast.
